00 Job Summary Manage special event rental permits.
Coordinate the scheduling of rooms and facilities for activities, programs, and public or private events in the recreation centers and parks.
Process and complete reservations in reservation system including all rentals contracts, event permits, refunds, etc.
Hire, train, schedule, and supervise the work of temporary employees in all aspects of supporting rentals and events.
Respond to information requests and concerns regarding facility use, room rentals, facility and rental policies, and give tours to prospective customers.
Facilitate event and rental planning with other departments as appropriate.
Ensure rental policies and pricing reflects current needs.
Regularly assess and recommend changes in policies and fees for approval.
Monitor and inspect facilities regularly.
Market rental space and create partnerships with agencies in our community for building use and ongoing rental use.
Decrease liability and risk through building inspections and staff training.
Attract diverse populations to gather.
This is a full-time, regular, non-exempt union position.
This position is covered under the provisions of an agreement between the City and the OPIEU union.
This position has a flexible schedule that can include evenings and weekends.
On-call for rental staff needs for events 7-days a week, year-round.
The City of Vancouver is hiring two positions.
One position will be located at Marshall Community Center and one position will be located at Firstenburg Community Center.

Job Details
Essential Functions:
Manages special event rental permits.
Schedule usage of recreational facilities for public events, activities, birthdays, weddings, and other private rentals.
Oversee and process rental/event contracts and permits applying applicable fees and policies.
Create new contracts, close existing contracts, and issue refunds for deposits.
Evaluate post-event documents to ensure policies are met to determine refund of damage deposit; or apply additional fees as appropriate.
Monitors facility and equipment use ensuring that policies and procedures are adhering to VMC.
Designs and develops inter-departmental event permit application, contracts and user agreements to initial each specification they agree to during use, including noise ordinances.
Provide customer service in-person, phone and/or by email for inquiries, requests for programs and room rentals.
Problem solves concerns and make decisions based on situations.
Research and communicate availability.
Conduct large and small tours.
Ensure users are aware of all rules and regulations; assist customers with rental planning and calculate room fees and deposits; makes adjustments.
Efficiently manages multiple projects and tasks simultaneously, and the coordination of information and communication with internal and external customers.
Hire, train, schedule, and supervise the work of temporary employees.
Train for tours, phone calls, unique room set up and take down for programs and rentals.
Coach employees in problem solving for customer special requests.
Train in policies to ensure safety and monitoring rental/events including ensuring compliance.
Complete payroll for employees.
Provide feedback to employees to understand serving the diverse public.
Create fee setting and annual fee increases.
Responsible for budget, cost recovery, salary expenses and supply purchases.
Establish rental policies in accordance with fire code, building safety, permitting and rules.
Prepare documents for state auditors and assist in annual review.
Responsible for budget reporting and review for supervisor.
Track rental attendance and revenue by varying event types.
Manages safety and liability risks through daily facility inspections, removal/eliminations and monitoring compliance with rules and regulations related to public safety standards, Fire, LNI, City Operations.
Record and submit facility maintenance work requests as needed.
Public safety is also addressed weekly with behaviors through assisting and responding to customer accidents, issues and concerns.
Market building rental spaces.
Update information in printed materials and on the website.
Contact targeted individuals and organization to market facilities.
Implement pricing strategies and promotions.
Maintain facility information in online registration system.
Research other facilities and marketing venues to improve marketing efforts.
Attract diverse populations.
Qualifications Experience and Education Two (2) years of related experience in customer service, event programming, hotel/resort hosting, and/or recreation programming.
Preferably including experience in managing complicated customer service transactions and applying discretion to resolve questions or issues.
Equivalent to an Associate's Degree Equivalent combinations of education and experience may be considered.
Computer Skills Experience using reservation/facility booking software preferred.
Basic skills in Microsoft Word, Excel, and Outlook.
Required Licenses and/or Certifications Valid CPR/First Aid card within three (3) months of hire Knowledge Basic customer service techniques Methods of problem solving Special events and needs that revolve around hosting receptions and events Contract administration organizational principles Conflict management and enforcing rules Leadership in temporary staff, setting expectations and clear directions Computer software in reservation and registration Modern office procedures, methods and computer equipment Use of personal computers and basic software Abilities Manage complicated customer service transactions Decision making quickly to meet customer demands during these once-in-lifetime events Respond to emergencies accurately and efficiently Utilize discretion to resolve questions or issues Regularly work weekends and different shifts Operate a personal computer and appropriate software Work in a manner consistent with the City of Vancouver's Operating Principles Work and act as a team player in all interactions with other City employees Provide a high level of customer service at all times Project and maintain a positive image with those contacted in the course of work Develop and maintain collaborative and respectful working relationships with team members and others Consistently provide quality service Maintain regular and dependable attendance This position is subject to successful completion of a pre-employment reference check, a basic criminal background check, a credit check, and a driving abstract.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
