Position Overview:
This Operations Analyst 2 position is in the Customer Service Engineering (TPC) organization in BPA's Transmission
services
located in Vancouver
washington
. This position will perform a key role in the TPC Customer Service Reliability Program (CSRP). TPC manages the external customer interface of the North American Electric Reliability Corporation (NERC) Reliability standards and is the implementing organization for this aspect of compliance. TPC also provides Western Electricity Coordinating Council (WECC)/NERC reliability and compliance customer support, communicating directly with external BPA customers, BPA Account Executives and BPA Customer Service Engineers.

As a result, a high volume of data and documentation is received, and must be maintained in a variety of systems. The complexity is high and the information is of critical importance, as it is directly related to both BPA and our customer's compliance. This position will be responsible for developing new and enhanced solutions to manage and control both the data and documentation more efficiently and effectively.

Note: Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures or make decisions on behalf of BPA; these functions are specifically assigned to BPA employees. Contract personnel provide analysis, information and input to those functions. Additionally, contract personnel may only represent BPA (such as at seminars, industry
events
, etc.) with written authorization from a BPA Vice President.

Position Responsibilities include, but not limited to:
Lead efforts to ensure that BPA implements NERC reliability compliance activities including system and data support that meet or exceed nternal and external audit requirements.
Assist in the planning, development, and implementation of BPA'st NERC/WECC reliability compliance program consistent with the mandates of Federal Guidelines
Lead efforts with other BPA project teams to gather requirements and develop, test and implement new
computer
applications/systems for use by the Customer Service Reliability Program
Ensure BPA implements NERC reliability standards within regulatory deadlines to support customer needs. Develop and maintain the Customer Service Reliability Program Customer Compliance Request Tracker including daily use and maintenance.
Create internal or external compliance reports for NERC, WECC, Northwest Power Pool (NWPP), BPA customers or other regional reporting requirements for the organization
Analyze the adequacy of existing systems to track customer questions, requests and tasks including e-mail chains, attachments and responsible parties. Develop improvements and solutions to internal system inadequacies.
Coordinate responses to requests for information, audits, spot checks and other NERC Program compliance activities.
Develop and implement measures to address Customer Service Reliability Program response times, frequent customer inquiries, etc.
Develop management reporting tools that document and communicate the progress of compliance-related activities to ensure timely completion,
Review, compile and upload large data sets for NERC/WECC/Customer submittal
Manage the Customer Service Reliability Program Crawler: NERC/WECC standards/requirements and customer data management tool
Analyze, develop and implement a new tool: utilize for managing customer and agreements data
Gather requirements and test for future tool phases
Train team members on tool and system functionality
Track agreements as they are executed and ensure all applicable compliance metadata is captured and retained.
Analyze new NERC/WECC standard/requirement revisions and determine how they impact existing executed agreements. Develop and provide reports to BPA management.
Provide assistance to SMEs, as requested or assigned, in preparing documents and related material to demonstrate compliance with NERC Standards
Responsible for external/internal Reliability Program SharePoint development, population, and administration
Analyze existing process and data flow. Determine optimal solution and develop internal SharePoint sites to manage annual processes and other reliability needs
Develop and maintain storage and retrieval of all NERC Notice of Proposed Rule (NOPR) orders, industry comments, NERC responses, etc. Develop, or assist with developing, customer contacts and determine their views on policies
Collect data and perform subsequent analysis on industry and regulatory trends that support policy initiatives
Develop content/provide attachments
Maintain site permissions
Coordinate with BPA website content team to maintain external reliability webpage
Develop internal SharePoint sites as needed to manage annual processes and other reliability needs
Review the current manual data entry into relational databases from existing paper and electronic records and analyze for automation or efficiency improvements
Create, coordinate, develop and communicate process diagrams, written narratives and associated data and schedules for various aspects of NERC, WECC compliance and related regulatory affairs work (e.g, development of mitigation plans; quarterly status updates to WECC, preparation for annual self-certification)
Propose priorities and prepare final documentation on assigned process for management approval
Analyze and troubleshoot data quality issues and conflicts between systems.
Develop and prepare functional and technical requirements documents for diverse audience (technical and non-technical)

Position Requirements:
Education/
Experience:
Associates degree in business administration, management, computer science or a related field is highly desirable. Associates degree can substitute for 2 years related experience (see below)
Bachelor's degree in Computer Science, Engineering, Business Administration or Management, Organizational Development or a related discipline is preferred. Bachelor's degree can substitute for 4 years related experience (see below)
Related Experience - a minimum combination of work-related experience, on-the-job training, and/or vocational training is required. Experience should be consistent with the specific requirements of business and operations analysis and progressively more technical in nature. Associates or Bachelor's degrees can be substituted for a portion of the experience requirements.
Minimum Related
Experience: Level 2 - 9-11years previous work-related skill, knowledge, or experience (as defined above) is required (5-7 years experience with Bachelor's Degree; 7-9 years with Associate's).
Advanced computer skills and knowledge of automated data systems are required.
Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook); MS Office 2010 proficiency required.
Advanced Visio and Access experience is highly desirable

General Requirements:
Experience with, SharePoint is highly desirable.
Excellent oral communication and writing skills.

This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding
High degree of confidentiality and discretion regarding company proprietary information is mandatory.

Must be flexible, able to pay excellent attention to detail, work under pressure during periods of peak work volume with flexibility and skills in critical thinking, problem solving, prioritizing, attention to detail, accuracy to meet deadlines and willing to actively learn new skills and apply them to current and future workload as appropriate.

Location: Vancouver, WA
Compensation: $35/hr - $37.04/hr DOE
