Position Overview:
This position will work within Transmission Engineering, Project Engineering (TELP) located in Vancouver,
. The position will be responsible for coordinating design of Transmission Line projects to ensure conformance to all institutional regulations, and to provide a working and safe design and development of projects by working with representative of other BPA organizations, such as Planning, District Offices, Customer Service Engineering, etc. Provides design support to TLM (Transmission Line Maintenance), construction inspectors, or other field personnel during the construction of assigned projects.

This position is open to Foreign National candidates.

Note: Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures or make decisions on behalf of BPA; these functions are specifically assigned to BPA employees. Contract personnel provide analysis, information and input to those functions. Additionally, contract personnel may only represent BPA (such as at seminars, industry
, etc.) with written authorization from a BPA Vice President.

Position Responsibilities include but not limited to:
Participates in initial planning meetings with clients and customers and assists in the development of project estimates.
Works with the Project
at the start of the design phase of assigned projects to develop schedules.
Provides input and recommendations to the BPA manager to assist with establishing the most effective location of transmission line and fiber optic facilities, considering performance, cost, environmental impacts and problems related to public and/or political issues.
In collaboration with BPA manager and Project Manager(s), responsible for the complete design of all assigned projects.
Monitors the progress of the overall design of assigned projects, interacting extensively with the Project Manager and other engineers, documenting all pertinent changes and impacts encountered.
Provides design support to Transmission Line Maintenance construction inspectors, or other field personnel during the construction of assigned transmission projects.
Reviews and checks designs prepared by other engineers and BPA design contractors to ensure accuracy, adequacy and conformance to BPA's requirements and design parameters.
Reviews and evaluates contractor-prepared drawings, material certifications and submittals for conformance to design specifications and standards.

Position Requirements:
Bachelor's Degree from an ABET accredited college/university in civil or mechanical engineering is required
5-9 years professional experience in utility design and/or construction is required.
Demonstrated proficiency using PLS-CADD is required.
Specialization in design of high voltage transmission lines at voltages above 69-kV is required.
Knowledge of professional engineering procedures and techniques sufficient to identify engineering alternatives to establish the most effective location of transmission line and fiber optic facilities, considering performance, cost, and environmental impacts, is required.
Must be proficient with MS Office Suite (Word, Excel, PowerPoint and Outlook); MS 2010 proficiency required.

Ability to communicate technical information verbally and in writing to technical and non-technical users.

Additional Requirements:
Up to 5% OT may be required
Up to 10% travel to field locations is anticipated. PPE required - see below
This position may be eligible of off-site work, subject to completion of the Supplemental Labor Memorandum of Understanding (MOU)
Must possess a valid state driver's license.
Personal Protection equipment (PPE) is required for travel to all field locations as noted below:
Possess a white hard hat.
ASTM F2413-11, Class 75 EH rated footwear with over the ankle lace up and rigid sole and heel.
1st Aid/AED/CPR certification
Additional PPE required by State or Federal OSHA for the work to be performed
Performance Expectations:
Become familiar with and follow the safety practices of the BPA Accident Prevention Manual (APM).
Carry out assigned tasks with a professional demeanor reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities.
Schedule and meet timelines and milestones, providing timely status updates.
Understand and follow BPA established processes, procedures and standards.

Location: Vancouver, WA
Compensation: $36/hr - $38.27/hr DOE + Full Benefit Package

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
