System Protection, Relay Technician 2

This is a mid-level contract position for a system protection relay technician. The position requires a person with knowledge about electric utility safety standards, work standards, specific instruction guides, and the duties of Relay Technician. The candidate will need to demonstrate minimum training or experience as a Relay Technician (see Position Requirements below and Additional Requirements on following page).
This position works under moderate supervision. Independently performs electrical tests and signs off on results (if qualified on that equipment). Test results during on-the-job training on new equipment must be signed by Level 3 Relay Technician or System Protection Control SPC Craftsman. Will not take Work Permits or schedule work on BPA equipment.
(This position is similar to elements for an ANSI/NETA ETT-2000 between Level 2 and 3 Technician at less than 5 years related experience with strong emphasis on relay and controls.)
Position Responsibilities include:
Install, test, adjust, troubleshoot and repair:
Ratio test potential and current transformers, record name plates, and certify cable connections are correct.
Operate 3-phase relay test sources using computer control, apply fault simulations, load standard testing plans, and store test results according to work standards.
Operate and maintain relay software on a networked computer according to cyber security rules. Follow work standards for loading and removing relay software. Follow work standards for connection to critical cyber assets.
Operate AC voltage and current measurement instruments on energized low voltage circuits using standard safe work practices to avoid injury and system trip-offs.
Operate resistance, DC voltage and DC current measurement instruments in low voltage circuits.
Comply with all company safety rules and procedures.
Transport and care for provided tools, test equipment and vehicles.
System protection relays and control equipment which includes but is not limited to; electronic and microprocessor relays associated with transmission lines, transformer banks, shunt capacitors, reactors, breaker failure, and bus isolation.
System indicating and recording instruments including, sequential event recorders, digital fault recorders, Supervisory Control & Data Acquisition (SCADA) Remote Terminal Unit (RTU) inputs/outputs, panel meters, and transducers.
System is used to represent electrical power transmission and distribution faculties supporting line voltages above 10 kV.
Protection is used to represent devices that; monitor and initiate trip out signals to high voltage breakers, provide real-time and post event data, and provide local indication based on measurement of low voltage and current signals.
Position Requirements:
Education/Experience:
2 years formal training at a technical school or apprenticeship including classes in electrical theory on AC and DC circuits, complex number math, vector diagrams, three phase vector diagrams, three phase load and motor circuits.
3 or more years previous work experience at Relay Technician Level 1, performing the responsibilities listed above. Must also meet the minimum Relay Technician 1 requirements listed on following page.
Proven ability to adapt to changing technology as documented by work history, (i.e. continued training and on-the-job examples).
Qualified to operate test equipment and test methods described in Position Responsibilities section of this API (work experience on resume must validate this requirement).
Completion of manufacturer-provided training on microprocessor relay theory including: hardware, software, testing, conventions, targets, and report analysis (this training must be validated on resume)
Experience reading electrical one-line, schematic and wiring diagrams (must be supported by work experience described in resume).
Ability to describe and diagram the following:
Zone distance relay protection with and without communication-aided tripping
Transformer differential relay protection
Phase and ground directional overcurrent relay
Transmission line fault test simulation changes in magnitude and angles
Proven ability to adapt to changing technology for system protection work as documented by work history, (i.e. continued training and on-the-job examples).
Must also meet the following minimum Relay Technician 1 requirements:
2 years formal training at a technical school or apprenticeship including classes in electrical theory on AC and DC circuits, complex number math, vector diagrams, three phase vector diagrams, three phase load and motor circuits.
2 or more years previous work experience in an electrical field.
Experience reading electrical diagrams supported by work experience described in resume.
Ability to demonstrate the following:
Demonstrate use of trigonometry to solve right angle triangles using SIN, COS, TAN.
Record and convert electrical values between: giga, mega, killo, milli and micro applied to units: volt, amp, ohm, watt, var, volt-amp,
Solve basic electrical equations for voltage, current, resistance, watt, volt-amp, var
Draw a basic circuit diagram showing source and load with appropriate labels.
Solve basic complex number (vector) problems using addition, subtraction, multiplication, and division with results presented in numerical and diagram forms.
Draw a simple one line diagram showing current and voltage values associated with power transformers on high and low side connections.

General Requirements:
Demonstrated proficiency using computer software such as Excel, Word, Outlook, and PowerPoint (MS Office 2010 proficiency required).
Experience installing, testing troubleshooting and repairing:
Complex protective relay schemes in substations such as single pole tripping, communication-dependent protection, point on wave tripping-closing, auto-isolation.
Electromechanical relays: current, impedance, differential, voltage, timing and reclosing.
Three phase watt-hour metering and associated data communications.
Proven ability to apply end-to-end synchronized fault simulation tests using 3-phase relay test sources under computer control, GPS timing source, and system fault files.
Good analytical and problem solving skills as demonstrated by work history
Demonstrated communication, interpersonal, organizational and time management skills.
Fall Protection Certification
Additional Requirements:
Due to the specialized technical skill requirements for this occupational series, a skill assessment by BPA subject matter experts is required to verify capability to perform the required work.
Possess valid state drivers license
Travel and work in field locations is anticipated, up to 80% of time, depending on department where assigned.
Anticipated duties include outside work in an electrical substation environment, exposure to heat and cold, climbing stairs and ladders below 4 ft., and lifting up to 50 pounds.

Acquire and maintain a valid Contract Restricted Electrical Worker Permit as required (see attached)
Become familiar with and follow the safety practices of the BPA Accident Prevention Manual
Become familiar with and follow all BPA Work Standards as well as SPC (Relay) Craft Standards. Document work in accordance with such standards.
Upon BPA request, contract worker will provide any written notes, e-mail correspondence, and papers developed as a part of this assignment
This position is not eligible for situational off-site work.
Vendor Provided Tools, Equipment, Training and Certifications:
Obtain and keep current First Aid/CPR/AED certification
Possess a white hard hat.

Dust Mask
Hand protection (work gloves)
ASTM F2413-11, Class 75 EH rated footwear with over the ankle lace up and rigid sole and heel
Additional PPE required by State or Federal OSHA for the work to be performed
BPA Provided Tools, Equipment, Training and Certifications:
Use BPA provided equipment such as computer controlled test equipment to test new Protective Relays in a HVDC Substation environment.
BPA Accident Prevention Manual (APM)
BPA Current Transformer (CT) safety class
BPA provided training to keep current on SPC equipment technology (to be held in Vancouver, WA)
Inventoried set of miscellaneous hand tools that will be issued to and signed for by the contractor. To be returned and signed back in at the end of the assignment. Contractor is responsible for replacement of lost or broken tools from this set.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
