This contract Project Manager 3 position is located in the Transmission Services (TG) organization and will provide leadership in defining/implementing improvement initiatives in TG. The project manager will provide leadership to the TG Asset Management program and will act as a liaison between the business and technical aspects of projects. This position is located in Vancouver, Washington.
This position is open to Green Card Holders and Perm Resident candidates
Position Responsibilities include but not limited to:
Plan, initiate, and manage projects that have been defined with Transmission Strategic Outcomes (FY-15 through FY-18).
Lead and guide the work of project staff and serve as liaison between business and technical aspects of projects, includes planning project stages and assessing business implications for each stage.
Monitor progress to assure deadlines, standards and targets are met.
Plan, direct, and coordinate activities for designated project to ensure that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
Create project plans, resource strategies and develop funding estimates required to advance each defined effort
Facilitate meetings between a variety of departments and crafts
Define assessment approach and deliverables
Set the project up for success by identifying and securing necessary subject matter experts needed during the project
Lead the creation and documentation of revised processes and roles
Maintain consistent communication with the project sponsor, performance managers, and clients on the progress of the project versus the plan.
Communicate regularly with executive sponsors, key stakeholders, strategic partners, and Tier II managers across the agency independently and in team meetings.
Lead and/or support the following functions:
Written and Verbal Sponsor and Stakeholder Communication;
Project Team Coordination; including milestone management and communication of deliverables
Manage issues and risks identified within the project as well as IPPI integrated dependencies and the issues and risk associated with those assumptions.
Coordination with the IPPI Program Enterprise Architect to include business and data requirements to support business intelligence requirements and common information model needs.
Team Meeting Management; and Sponsor Meeting Management.
Lead and/or support the following deliverables:
Scope Definition and Management;
Business Requirements and Needs Analysis from various stakeholder perspectives;
Process and System Design requirements;
Gap Analysis from the as is to the to be state;
Implement Organizational Design and Change Management requirements as developed within the IPPI program;
Implementation Planning including optimizing milestones and building upon successes ;
Integration Architecture Design; and
End User Training
Position Requirements:
Education/
Experience:
Bachelor's Degree in Computer Science, Engineering, Technical Management, Information Systems Management, Business Management, Organizational Development or a related field is required.
Master's Degree desired
Related Experience - 10
years of demonstrated project management experience on business improvement or business transformation projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans for large-sized projects (more than $2M lifecycle cost) is required.
PMP certification is required
Experience with Microsoft Office Suite Software (MS Word, Access, PowerPoint, Excel, Outlook, Project, Visio, and SharePoint); MS Office 2010 proficiency required.
Experience successfully coordinating or running multiple projects simultaneously as a program is required

Ability to navigate through competing priorities in order to get tasks completed
Ability to actively engage with the business unit and teams to facilitate the tasks and activities of the team, properly understand the business needs, dependencies on other initiatives, and effectively deploy the solution.
Ability to work in a professional manner, effectively, collaboratively, and constructively with all levels of personnel, inside and outside of the agency.
Additional Requirements:
Travel may be required - 10%
Overtime may be required - 10%
This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
Valid Drivers License required

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
