This position will act as project manager, providing project management support to Bonneville Power Administration's (BPA's) Transmission System Operations organizations (TO). This project manager will lead efforts, with key managerial stakeholders, dispatchers, project managers, subject matter experts and compliance staff, in the development and execution of Control Center projects. This position is located in the System Operations Project and Planning Support (TOSP) organization in Vancouver, Washington.
This position is open to Green Card Holders and Perm Resident candidates.
Position Responsibilities include but not limited to:
Plan, initiate, and manage Control Center project(s) as assigned (see note above), manage project(s) from inception to conclusion and monitor progress to assure deadlines, standards and targets are met.
Lead the project team through the project management process (creating and implementing the project plan) and oversee the implementation of the project on a daily basis (may include multiple projects) with regard to time, budget and quality and be responsible for the overall success of the project; own the project schedule
Facilitate and monitor the budget for the project (monitors project funding and budget). (see note above)
Serve as liaison between business and technical aspects of projects. This includes planning project stages and assessing business implications for each stage (see note above).
Plan, direct, and coordinate activities for a designated project to ensure that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
Actively engage with project team to facilitate the tasks and activities of the team and to properly understand the business needs, dependencies on other initiatives, and effectively deploy the solution (see note above).
Establish and obtain approvals for the project plan; estimate project costs.
Request resources provided/assigned by BPA performance managers. (see note above)
Define the original project scope and obtain authorization for changes to the project cost, schedule, or performance.
Assist the BPA manager in building and coordinating an effective team and allocating team members to project tasks. (see note above).
Schedule and facilitate team meetings, facilitate the team process (the interpersonal process by which individuals develop as a team), and coordinate activities of sub-teams.
Anticipate and identify areas of risk. Maintain issue, risk, and/or action logs and develop contingency plans to manage risks on an ongoing basis. Project Manager must take a pro-active stance on risk management.
Issue regular status reports, the final report or deliverable and generate and act on lessons learned.
Maintain consistent communication with the project sponsor, performance managers, and clients on the progress of the project versus the plan. Assist the sponsors and performance managers in removing obstacles so that the team can complete the project.
Lead and/or support the following functions:
Written and Verbal Sponsor and Stakeholder Communication;
Project Team Coordination; including milestone management and communication of deliverables across multiple projects
Manage issues and risks identified within the projects as well as compliance related dependencies
Coordination with the Control Center Planning Office and other TO organizations to include operational and data requirements to support reliable operation of the Bulk Electric System.
Team Meeting Management; and Sponsor Meeting Management.

Position Requirements:
Education/
Experience:
Bachelor's Degree is required.
Master's Degree preferred
Related Experience - Direct work experience in a project management capacity, including all aspects of process development and execution
Minimum Experience Required: Level 2 - 5 to 9 years work-related experience in Project Management or in a directly-related area.
High level of skill with MS Project. Experienced with the fundamental operation, function, and workflow of Microsoft Project with regard to timelines, dependencies, project expectations, milestones, and resources.
PMI or PMP certification highly preferred
Energy/utility industry experience preferred.
NERC-CIP and FISMA experience preferred.

General Requirements:
Experience with Microsoft Office Suite Software (MS Word, Access, PowerPoint, Excel, Outlook Project, Visio, MS Project and SharePoint); (MS Office 2010 proficiency required).
Experience with project management approaches, tools and phases of the project lifecycle
Strong analytic and decision making abilities
Must be a team player and able to work with and through others
Ability to manage organizational process improvement in accordance with industry project management principles.
Ability to communicate verbally and in writing reflecting a clear, accurate, and courteous style to technical and non-technical users.
Ability to manage timelines, dependencies, project expectations, milestones and resource allocation and management in projects.
Ability to write and understand functional and technical specifications.
Ability to accurately assess and estimate project costs.
A working knowledge of system testing from test plan development to reliable and verifiable test case development and results.
Ability to work autonomously, given specific assignments.

Travel may be required - 10%
OT may be required - 5%
This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding
Position requires work in and around energized facilities (Access Permit required).

Understand and follow established processes and procedures including Change Management, Work Tracking and Time Management.

Training required (Supplier provided):
$1500 annual training allowance (including tuition, labor and all travel costs). BPA to determine training courses to be attended per identified business needs for the position (as required to fully meet all Position Requirements and Responsibilities).
No training will be scheduled until six months after assignment start date.Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
