This contract Business Analyst position will lead business stakeholders in a review of current processes, and facilitate the development of a new system to coordinate, maintain and document all design work that enters the Transmission System Control Engineering (TEC) design groups. This position will analyze the needs of each of the four design groups in TEC and develop a customized tool to meet all four design groups' needs. The Business Analyst will also coordinate with external groups to ensure that all data is synchronized between the many disparate databases. Once this new system is designed and implemented, this position will continue to update the system with additional functionality as the groups represented identify on-going needs. This position will also collect and analyze the on-going data that is generated from this system, looking for ways to streamline and enhance TEC processes. The position is located in Vancouver, Washington.
This position is open to Green Card Holders and Perm Resident candidates.
Position Responsibilities include but not limited to:
Design Workflow System Development:
Lead in the development of a new system to coordinate, maintain and document design workflow through the TEC design groups.
Research and document the existing project scheduling systems throughout Engineering and Technical Services.
Analyze the needs of organizations external to TEC and their ongoing requirements for TEC data.
Gather data from disparate sources and develop a way to link it under a single system.
Interview and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
Produce key project deliverable documents including: requirements, process diagrams, project plans, and change management plans
Analyze data for accuracy, adequacy, and reasonableness ensuring customer satisfaction and/or project success.
Prepare and present materials and reports on findings
Serve as project team lead for the creation of design process documents and the analysis of ways to improve them.
Plan and facilitate working sessions to analyze and document current state processes, and design or re-engineer future state processes
Evaluate and assess business process change impacts and recommend appropriate change mitigation activities
Ongoing Design Workflow Management:
Document the design work that comes into TEC and ensure that project assignments are made within 30 days of arrival.
Facilitate progress on the BPA capital work plan, which involves:
Coordinate with TEC design groups and outside groups involved in capital project work to ensure that all work is completed on time and in conjunction with each of the groups. This will avoid late and inaccurate work.
Assist the four TEC design groups when new work arrives, to get resources assigned and document these assignments. The process of reviewing and preparing new work for assignment and documenting the assignments will assist in developing processes to streamline and optimize workflow.
After analyzing projects, suggest revisions to project schedules or action plans when required, due to design changes, labor or material/equipment shortages, backlogs or other interruptions, collaborating with project managers, field personnel or engineering staff.
Analyze data points for each project, ensuring information on such things as materials or equipment is current so that status reports can be prepared and submitted to appropriate individuals.
Update the status of the design projects and consolidate information within SharePoint, of all current work so that external groups are apprised of ongoing project work.
Gather current information within Asset Suite for comparison to other data sources. This information will be used to analyze our design projects and provide status back to our customers.
Develop requirement documents, configuration documents, and functional design documents as needed
Develop and maintain SharePoint sites for each of the four design organizations. SharePoint development and maintenance responsibilities will include:
Perform typical administrative and maintenance activities such as site creation, permission management and backup/restore actions.
Responsible for general system monitoring and verification
Act as point-of-contact to troubleshoot SharePoint Services, sites and permissions and server issues
Develop original content based on the needs of the TEC Tier IV managers
Create automation within SharePoint to increase productivity
Position Requirements:
Education/
Experience:
Completion of some advanced studies beyond high school is required.
Associates degree in business administration, management, computer science or a related field is highly desirable. Associates degree can substitute for 2 years related experience (see below)
Bachelor's degree in Computer Science, Engineering, Business Administration or Management, Organizational Development or a related discipline is desirable. Bachelor's degree can substitute for 4 years related experience (see below)
Related Experience - a minimum combination of electric utility work-related experience, on-the-job training, and/or vocational training is required. Experience should be consistent with the specific requirements of business and/or operations analysis in the electric utility industry or policy governing the utility industry, and progressively more technical in nature.

Experience: Level 2 - 9-11 years directly-related work experience, demonstrating business/process analysis skills, is required. (5-7 years experience with a Bachelor's Degree; 7-9 years experience with an Associates Degree)
Experience with Microsoft Office Suite Software (MS Word, PowerPoint, Excel, Outlook), (MS Office 2010 proficiency required)
Intermediate level expertise with SharePoint is required.
Experience with Asset Suite and Hyperion is preferred.
General Requirements:
Experience with Microsoft Visio and Access is highly desirable.
Working knowledge of content management, document management, and records management within a SharePoint environment is highly desirable
Experience in analyzing data and developing strategies is desirable.
Ability to build credibility and trust among key project stakeholders
Strong technical writing skills and the ability to present information in various forms such as textual, graphical and statistical
Skill in data analysis and developing associated reports and presentation materials
Ability to coordinate project tasks and resources
Ability to facilitate meetings between a variety of departments and crafts
Additional Requirements:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
