This is a full-time Term position not-to-exceed 13 months. This appointment may be extended (for a total appointment not-to-exceed four years) without further competition.
JOB
Summary:
The primary purpose of this position is to design, conduct, and coordinate biological studies to address fishery management issues integral to the Office's program to monitor and evaluate native fish, anadromous salmon, steelhead and lamprey populations, hatcheries, and habitat in the region.
Full Performance Level is: GS-09
U. S. Citizenship is required. Successful completion of a background check is required. An initial one-year probationary period is required. A valid state driver's license is required.
Major Duties, include but are not limited to:
Assisting in development of and acting as lead biologist for field operations focused on implementing hatchery reform and conducting fish population and habitat restoration assessments within the Salmon and Steelhead Program for Marking, Detection, and Technology groups.
Designing sampling protocols and implementing quantitative capture techniques for, as well as, tagging juvenile and adult salmon and steelhead.
Operating, configuring, and maintaining environmental data loggers (temperature, depth, and dissolved oxygen), habitat mapping and sample location equipment (GPS and GIS), and fish monitoring equipment (PIT, and radio telemetry) in streams, rivers, reservoirs and at hatcheries.
Assisting in designing, planning, and evaluating hatchery and habitat studies in the Columbia River, and directs implementation of those studies in support of the Salmon and Steelhead and National Fish Hatchery Program objectives.
Independently operating, maintaining and providing technical guidance and oversight of manual coded-wire tagging units, sampling equipment of autofish marking trailers and PIT tag trailers.
If selected to fill this position at the GS-07 grade level, your duties will be the same as those listed above, but under closer supervision until the full performance level of GS-09 is achieved.
BASIC QUALIFICATION REQUIREMENT - You must meet one of the following Basic Qualification Requirements:
A. Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological science that included: At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.)
OR
B. Have a combination of education and experience in courses equivalent to a major in biological science (at least 30 semester hours), of which a minimum of 6 semester (9 quarter) hours were in aquatic subjects and 12 semester (18 quarter) hours were in the animal sciences, as shown in paragraph A, above, plus appropriate experience or additional education equivalent to a course of study with a major in the appropriate field as described in A above. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities comparable to those normally acquired through the successful completion of a full 4-year course of study.

ADDITIONAL QUALIFICATION REQUIREMENT, GS-07: In addition to meeting the Basic Qualifications listed above, you must also meet the following additional qualification requirement for the GS-07 grade level:
A. Possess a bachelor's degree in biological science that included: At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields AND meet one of the following under the Superior Academic Achievement provisions: (1) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; OR (2) A grade point average of B (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; OR (3) Rank in the upper one-third of your class in the college, university, or major subdivision; OR (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

B. Have one full year of graduate level study in fish biology, or a directly related field which equipped you with the knowledge, skills and abilities to successfully perform the duties of this position.

C. Have at least one year of specialized experience equivalent to the GS-05 grade level in the federal Government (can be obtained in the public or private sector). This experience must include activities such as: 1) utilizing fish biology concepts and methodologies to assist in conducting conservation, restoration and management work on anadromous salmonids native to western North America: 2) operating and maintaining electronic marking/tagging equipment including tagging machines (MKIV), coded-wire detection equipment, and mobile marking/tagging trailer and autofish trailers; 3) evaluating biological data, interpreting results, and drawing logical conclusions; 4) utilizing computer hardware and software systems to retrieve data from databases and to develop documents and spreadsheets; and 5) communicating orally and in writing to gather and disseminate information, develop technical reports, and assist in directing and coordinating field personnel on scientific field activities.

D. Have a combination of graduate education and specialized experience. To combine education and experience, first take the total number of semester hours (or equivalent) earned and divide by 18 semester hours (or equivalent); then take the total number of months of experience and divide by 12 months; finally, add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your college transcripts (official or unofficial), and your resume must show where, when and how you performed the specialized experience defined in item C above to document meeting the Additional Qualification requirement through a combination of education and experience.

ADDITIONAL QUALIFICATION REQUIREMENT, GS-09: In addition to meeting the Basic Qualifications listed above, you must also meet the following additional qualification requirement for the GS-09 grade level:
A. Have at least one year of specialized experience equivalent to the GS-07 grade level in the federal Government (can be obtained in the public or private sector). This experience must include activities such as: 1) utilizing fish biology concepts and methodologies to develop evaluation techniques and coordinate biological data collection on anadromous salmonids native to western North America; 2) operating and maintaining electronic marking/tagging equipment including tagging machines (MKIV), coded-wire detection equipment, and mobile marking/tagging trailer and autofish trailers; 3) utilizing radio telemetry hydro-acoustic telemetry, and full duplex (FDX), and half duplex (HDX) passive integrated transponder (PIT) tag technology to track fish movement and survival; 4) utilizing computer hardware and software for collection and reduction, manipulation, data analysis and modeling, statistical procedures in sampling and experimental design, and evaluation and interpretation; and 5) communicating orally and in writing to gather and disseminate information, develop technical reports, and direct and coordinate field personnel on scientific field activities.

B. Have successfully completed two (2) full years of progressively higher level graduate education leading to a master's degree, or master's or equivalent graduate degree in fish biology, or a directly related field which equipped you with the knowledge, skills and abilities to successfully perform the duties of this position.

C. Have a combination of graduate education and specialized experience. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.
